The Arizona Action Coalition (AZAC) was reestablished in 2021 to guide the implementation of the recommendations of the Institute of Medicine’s Future of Nursing Report. AZAC, composed of a diverse array of stakeholders, has been re-imagined as a result of the National Academy of Medicine report, The Future of Nursing 2020-2030: Charting a Path to Achieve Health Equity, and is charged with transforming the health of Arizona citizens through nursing by implementing the recommendations of this report.

The most recent summit, which occurred on August 19, 2022, contained a review of the work that has been accomplished since the AzAC’s re-launch in May of 2022.

There’s an App for That! Emergency Guidelines for Schools

Problem Statement: The school nurse plays a crucial role in the seamless provision of comprehensive health services to children and youth. Increasing numbers of students enter schools with chronic health conditions that require management during the school day.  Unfortunately, less than half of the country’s public schools employ a full-time nurse, and in some of the worst cases – largely in poor, urban school systems – there is only one school nurse for every 4,000 students.  This means that unlicensed personnel make health decisions in many school settings.

Approach: Children and youth can be injured or become ill during the school day. Such events may require non-urgent, urgent, or emergency health care at school. Schools should develop guidelines that address emergency health care especially if the school does not have a school nurse.  The initial Emergency Guidelines for Schools was developed in Ohio in 1997.  The guidelines have since been adopted by many states including Arizona, but needed updating.

Products/Outcome: Updating/printing and distribution of the Emergency Guidelines for Schools and the creation of mobile app “Health Kids AZ,” in collaboration with the Arizona School Nurses Association, Arizona Department of Education, Arizona Department of Health Office of Children with Special Needs and Arizona Department of Health Services Office of Infectious Disease.

Implications:  With 77% of individuals owning a smart phone, these phones are a dynamic tool useful in the professional environment.  Creating an application platform for the Emergency Guidelines for Schools provides instant access to the injury and medical care decision pathways for the unlicensed personnel. Thus, decision support is available almost anywhere and at any time when there is not access to a school nurse.

Health care consumers are more likely to find highly qualified clinicians because of a little-known provision in the Patient Protection and Affordable Care Act (ACA) that authorized Medicare to pay for graduate-level nursing education, according to a new report by AARP’s Public Policy Institute.

The report, “Improving Access to High Quality Care, Medicare’s Program for Graduate Nurse Education,” looks closely at the ACA provision that authorized Medicare for the first time to pay for graduate nurse education (GNE) at five medical centers in Philadelphia, Durham, NC, Scottsdale, Ariz., Chicago and Houston, Texas. A major goal of the project is for advanced practice registered nurses (APRNs) to provide patient- and family-centered clinical services to the growing number of Medicare beneficiaries.

The program was recognition by Congress “that primary care is often best delivered in the settings where most people prefer to receive care, such as their own homes, medical offices, community health centers, outpatient clinics and retail clinics,” the report said.

The report, which is part of AARP’s “Insight on the Issues” series, was authored by Winifred V. Quinn PhD, director of advocacy and consumer affairs for AARP’s Center to Champion Nursing in America; Susan Reinhard, RN, PhD, FAAN, senior vice president and director, AARP Public Policy Institute and chief strategist, Center to Champion Nursing in America; Laura Thornhill, and Peter Reinecke, consultant to AARP.
